COBRA Administration

and Direct Pay System

SSI's COBRA Administration System is fully integrated with the Membership and Contribution Administration System. Together these systems track all participants to identify which are entitled to COBRA, inform them of their COBRA rights in user-designed letters, generate invoices or coupon books, and track all payments received. Features of the system include:

 

 

  • Multiple qualifying events for each participant so that the necessary audit trail is never lost

  • User-defined codes, including qualifying event codes, letter codes, and termination codes

  • Length of each participant's period of coverage computed based on the qualifying event

  • COBRA letters designed by the user and integrated with Microsoft Word or other letter-generating product

  • Tracks status of each participant: pending (following employer notification), acceptance or rejection of COBRA rights, first invoice sent, first payment received, dropped or terminated, reinstated

  • Permits the reinstatement of members, even though not required by the regulations

  • Tracks rates for both core and non-core benefits, for single, family, participant/spouse, participant/child, along with a history of rate changes

  • Externally defines the allowed number of days between each step of the COBRA process (event to employer notification, notification by employer to letter to entitled member, days to pay initial invoice, etc.) in the event that the current regulations are changed

  • Supports the NYS Entertainment Industry Subsidy program. Bills NYS for its portion and records the state payments upon their receipt

  • Where the whole family unit is not covered, system tracks which family members are included

  • Eligibility end date for the individuals covered under COBRA is automatically extended through the end of the period for which the payment was received

 

 

  • Allows for reversal of bad checks with a corresponding change to the eligibility end date

  • Cash receipts and various delinquency reports

  • Transaction history for any participant shows all invoices issued, payments received, and changes in benefit coverage

  • Allow for the extension of coverage beyond the normal COBRA terms

  • Links to an integrated imaging system to retrieve relevant documents, such as the COBRA enrollment form.
